Before his appointment, Andrew had practised in 5 international jurisdictions as a commercial litigator, construction disputes specialist and, in Australia, as a barrister at the Victorian Bar.
He is a Middle East specialist, having practised both in the United Arab Emirates and in the Sultanate of Oman, where he acted for participants in major tourism and infrastructure projects. From 1990-1996 he was a partner at Blake Dawson Waldron (now Ashurst LLP).

Andrew was appointed to the Victorian Civil and Administrative Tribunal on 21 October 2013.
